Congresswoman Jenkins Speaks At Committee Mark-Up To Repeal Independent Payment Advisory Board

WASHINGTON, D.C.– Today, at a Ways and Means Committee mark-up, Congresswoman Lynn Jenkins (KS-02) gave remarks in support of H.R. 1190, theProtecting Seniors’ Access to Medicare Act of 2015. This bill would repeal the Independent Panel Advisory Board and was passed favorably out of committee by a bipartisan vote of 31-8.

Congresswoman Jenkins’ remarks as prepared for delivery:

“I appreciate the work of the Committee on this important legislation.  Legislation to repeal the Independent Payment Advisory Board, or “IPAB,” as it is also known, has consistently drawn bipartisan support, and the time for repeal is right. 

“IPAB was created as part of the President’s health care law in a way that allows it to supersede Congress.  It bypasses the normal legislative process by mandating Medicare spending and budget decisions and forcing a Congressional veto. 

“I fear that IPAB’s cuts could be based on the bottom line rather than on efforts to truly improve efficiencies and find savings without compromising patient care. 

“There is much that can be done in the Medicare space to improve quality and reduce costs – and many of these efforts will be explored by the Chairman and this Committee in the coming months.  But allowing unelected, unaccountable bureaucrats to make these decisions in our place is simply bad policy. 

“I urge my colleagues to support H.R. 1190, which would permanently repeal IPAB.
